offenders to register online user names. The Judiciary.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 178C of chapter 6, as appearing in the 2004 Official Edition, is hereby amended by inserting after definition for “mental abnormality” the following definition:-
“Online user name” shall mean any mean any name or identifying reference used as an online identifying name or reference either through email, website, chatroom, message board, or other virtual means of communication.
SECTION 2. Clause (a) of section 178D of said chapter 6, as amended by section 7 of chapter 139 of the acts of 2006, is hereby further amended by inserting after the words “aliases used” the following words:- online user names.
SECTION 3. Clause (e) of said section 178D said of chapter 6, as appearing in the 2004 Official Edition, is hereby further amended by striking out clauses (vii) and (viii) and inserting in place thereof the following clauses:-
(vii) any online user names that the offender has registered;
(viii) whether the sex offender has been designated a sexually violent predator; and
(ix) whether the offender is in compliance wit the registration obligations of sections 178C to 178P inclusive.
SECTION 4. The sixth sentence of subsection (a) of section 178E of said chapter 6, as appearing in the 2004 Official Edition, , is hereby amended by inserting after the words “sex offender’s name” the following words:- , any online user names used by the sex offender.
SECTION 5. Said section 178E of said chapter 6, as so appearing, is hereby further amended by inserting after the word “name”, in line 66, the following words:- , any online user names used by the sex offender.
SECTION 6. Said section 178E of said chapter 6, as so appearing, is hereby amended by inserting after the word “name” , in line 100, the following words:- , any online user names used by the sex offender.
SECTION 7. Said section 178E of said chapter 6, as so appearing , is hereby amended by inserting after the word “name” , in line 213, the following words:- , any online user names used by the sex offender.
SECTION 8. Said section 178E of said chapter 6, as so appearing, is hereby amended by inserting after the word “name” , in line 246, the following words:- , any online user names used by the sex offender.
SECTION 9. The first sentence of section 178F of said chapter 6, as amended by section 21 of chapter 139 of the acts of 2006, is hereby further amended by inserting after the words “sex offender’s name” the following words:- , any online user names used by the sex offender.
SECTION 10. The first sentence of subsection (a) of section 178H of said chapter 6, as appearing in the 2004 Official Edition, is hereby further amended by striking out clauses (iii) and (iv) and inserting in place thereof the following 3 clauses:-
(iii) fails to provide notice of a change of address;
(iv) fails to register an online user name; or
(v) who knowing provides false information shall be punished in accordance with this section.
SECTION 11. The first sentence of subsection (b) of said section 178H of said chapter 6, as so appearing, is hereby further amended by striking out clauses (iii) and (iv) and inserting in place thereof the following 3 clauses:-
(iii) fails to provide notice of a change of address;
(iv) fails to register an online user name; or
(v) who knowing provides false information shall be punished in accordance with this section.
SECTION 12. Subsection (c) of section 178J of said chapter 6, as so appearing, is hereby amended by striking out clauses (6) and (7) and inserting in place thereof the following 3 clauses:-
(6) a photograph of the sex offender if available;
(7) the name and address of the institution of higher learning where the sex offender works or in enrolled as a student, if located in the areas described in clause (2) or (3) of subsection (b); and
(8) all online user names registered by the sex offender.
SECTION 13. Paragraph (c) of subsection (2) of section 178K of said chapter 6, as so appearing, is hereby amended by striking out clause (vii) and inserting in place thereof the following 2 clauses:-
(vii) the name and address of the institution of higher learning the sex offender is attending; and
(viii) all online user names registered by the sex offender.
