General Court for legislation relative to sex offenders

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 178E of chapter 6 of the General Laws, as appearing in the 2004 Official Edition, is hereby amended by inserting after section 178E the following section:-
Section 178E ½ . The board shall notify the registrar of motor vehicles of any sex offender required to register pursuant to sections 178C to 178F, inclusive, to enable the registrar to comply with section 22 of chapter 90.
SECTION 2. Section 22 of chapter 90 of the General Laws, as so appearing, is hereby amended by adding the following subsection:-
(k) Upon receipt of notice from the sex offender registration board that a sex offender is required to register pursuant to sections 178C to 178F, inclusive, the registrar shall immediately notify such person that any current license or right to operate shall become void within 30 days from the date of the notice. Any person required to register pursuant to said sections 178C to 178F, inclusive, must apply for a license or right to operate, or a renewal thereof, in-person, must provide proof of current address or addresses and may only be issued a license or right to operate bearing a current photograph. Online renewals shall not be permitted for anyone required to register pursuant to said sections 178C to 178F, inclusive. Such license or right to operate shall expire on the anniversary of such licensee’s birth each year and may be renewed annually.
SECTION 3. Notwithstanding section 2, any license or right to operate issued pursuant to section 22 of chapter 90 of the General Laws, inserted by said section 2, within 1 year of the effective date of this act shall be valid for at least 1 year, but not more than 2 years and shall expire on the second anniversary of the licensee’s birth that occurs after the effective date of this act.
SECTION 4. Section 1 shall take effect 120 days from the effective date of this act.
SECTION 5. Section 2 shall take effect 180 days from the effective date of this act.
