Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law to the contrary, the Town of Essex may limit connections to and extensions of the Town’s sewer system in the manner set forth in Chapter VII, Section 7 of the Town’s General By-laws adopted at the 2000 Annual Town Meeting and as revised at the 2001 and 2002 Annual Town Meetings.
Section 2. The Town of Essex may further amend by vote of Town Meeting Chapter VII, Section 7 of the Town’s General By-laws in a manner consistent with that chapter and this act, but such amendment shall be subject to the approval of the Department of Environmental Protection.
