Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section one hundred and twenty-nine C of chapter one hundred and forty, as so appearing, is hereby amended by inserting after the third paragraph the following paragraph: -
Any such firearm, rifle, shotgun or machine gun recovered by other than its owner shall be returned to its rightful owner. If said firearm, rifle, shotgun or machine gun has been subsequently altered and is in a configuration which is prohibited, the Commonwealth shall, where applicable, seek restitution for the owner in the amount of fair market value of said item prior to such alteration.
