AN ACT establishing the Western Massachusetts Fire Training Academy

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. There shall be established on the books of the Commonwealth the Western Massachusetts Fire Training Academy to be named in honor of former State Senator Brian P. Lees, and not less than $10,000,000 shall be appropriated from the General Fund for costs associated with planning and studies, acquisition, by purchase, lease, for a term, including any extensions, not to exceed fifty years, gift or other transfer, or by eminent domain pursuant to chapter 79 of the General Laws, of improved or unimproved land, buildings, and interests therein, the preparation of plans and specifications, the construction, renovation, reconstruction, alteration, improvement, demolition, and expansion of a regional department of fire services training facility in the city of Springfield to provide firefighter training for fire departments located in Hampden, Hampshire, Franklin and Berkshire counties, and related parking and other facilities, all as the commissioner of the division of capital asset management and maintenance, in consultation with the secretary of public safety, shall deem appropriate; provided, that no funds from this authorization shall be used for operational costs, including rent or lease payments.
