Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1.Notwithstanding any general or special law to the contrary, Municipal Officials, Department Heads, Retirement Boards or their agents shall not hire private investigators to perform surveillance on active or retired public employees without a prior formal hearing, notification of member, and for just cause.
