AN ACT authorizing the Department of Revenue to make a certain refund

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Notwithstanding the provisions of any general or special law to the contrary and for the purpose of discharging a moral obligation, the department of revenue may pay to Elizabeth T. Farwell a sum of money, to be determined by said department, which was overpaid to said department in income taxes for the year 2002.
