AN ACT relative to meetings of the springfield finance control board

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. . Notwithstanding any general or special law to the contrary, Chapter 169 of the acts of 2004 shall be amended by inserting, following section 4A, a new section 4B which shall read as follows:-

“At the beginning of each meeting of the board there shall be an opportunity for public comment on matters concerning the city.  The Public Comment Period shall not exceed 30 minutes in total, nor shall more than 3 minutes be allotted to any one speaker.  The Chairman shall have the power to regulate the Public Comment Period in a manner not inconsistent with this act or the laws of the Commonwealth.”
