Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. The Commissioner of the Division of Energy Resources (DOER) will be responsible for formulating a plan that will maximize savings of residents in the Commonwealth who pay for electricity during peak and off-peak hours. This plan shall be due no later than six months from the date of this bills passage.
