Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. M.G.L., Chapter 25A, Section 11A by adding after Paragraph (b) a new Paragraph (c). The commissioner of energy resources shall have the sole authority to enter into any interstate compacts which affect the diversity or reliability of energy which affect the energy markets, impact the fuel diversity goals of the Commonwealth or has the potential to affect the reliability of electricity in the Commonwealth.
