In the Year Two Thousand and Seven.

AN ACT requiring the Division of Energy resources to report to the legislature prior to entering into regional compacts

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Chapter 25A, Section 11E is hereby amended by adding the following paragraph:

Prior to joining any regional entity which may affect the energy markets, the competitiveness of the energy markets or impact the fuel diversity goals of the Commonwealth, the division shall filing a report on the cost to residential, commercial and industrial consumers, with the Joint Legislative Committee on Telecommunications, Utilities and Energy and a recommendation regarding joining a regional compact.  The Commissioner shall not join any compact without written authorization from the Joint Legislative Committee on Telecommunications, Utilities and Energy.
