Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any General or Special Law to the contrary, the department of telecommunications and energy shall establish rules and regulations pursuant to the establishment of a pilot program by any electric distribution company operating in the commonwealth to offer a real-time, dynamic pricing structure for large commercial and industrial customers on basic service and time-of-use rates, or the equivalent, for residential and small commercial and industrial customers on basic service.
