Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Chapter 78 of the General Laws, as appearing in the 2002 Official Edition, is hereby amended by inserting in section 19E a new clause:-
(4) For the establishment and development of grants to public libraries for the improvement of library service. The board of library commissioners shall be authorized to expend not more than 4% of the total appropriated funding to administer this program. The board shall develop regulations to provide for the administration of this program.
