Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding and other law or regulation to the contrary, the Registry of Motor Vehicles is hereby authorized and directed to promulgate a regulation regarding the furnishing of license plates and placards displaying the "International Symbol of Access" to persons diagnosed with Acromesamilik Skeletal Dysplasia. Said regulation shall provide that the Registry may grant such plates and placards to said persons on a case by case basis.
