AN ACT relative to the retention of certain revenues by the Soldiers' Home in Holyoke

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Section 71 of Chapter 6 of Massachusetts General Law, as appearing in the 2002 Official Edition, is hereby amended by inserting at the end thereof the following new paragraph:-

“The State Treasurer shall establish on the books of the commonwealth a trust fund to receive gifts, grants and donations to the Soldiers’ Home in Holyoke, as well as income generated from the licensing or rental of the Home’s property for the placement of telecommunications antennae or other equipment.  The trustees may expend said money from the fund, without further appropriation, for the benefit of inpatient and outpatient veterans residing in or using the facilities of the Home.”

SECTION 2. Section 2E of chapter 90 of the General Laws, as appearing in the 2004 Official Edition, is hereby amended by adding the following subsection:-

(d) Upon the issuance of motor vehicle registration plates bearing the word “VETERAN” pursuant to section 2 and after payment of the appropriate fee as provided, the registrar shall deduct the costs directly attributable to the issuance of such plates and the balance remaining shall be distributed pursuant to this subsection. Sixty percent of the total revenues shall be deposited into a retained revenue account at the Soldiers’ Home in Chelsea, Massachusetts, and 40 percent of the total revenues shall be deposited into a retained revenue account at the Soldiers’ Home in Holyoke. The funds generated by the sale of VETERAN plates shall be used by the soldiers’ homes for facility maintenance and patient care, including personnel costs. At no time shall any portion of the revenues be paid into the general fund.

SECTION 3. Section 34 of said chapter 90, as so appearing, is hereby amended by striking out this paragraph.
