Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding the provisions of section eighteen of chapter ninety and any other general or special law or regulation to the contrary, the Board of Selectmen, in consultation with the Police Department and the Highway Department in said town in ways within their control, may make such special regulations as to the speed of motor vehicles; provided however, that prior to the change of the speed limit, the Board of Selectmen shall hold a public hearing to hear testimony on the proposed change. Notice of the public hearing shall be advertised at least one week prior to the hearing in one or more newspapers circulated in the Hampshire County area. Said Board of Selectmen shall notify the Massachusetts Highway Department and the Registry of Motor Vehicles of all proposed changes.
