By Mr. Panagiotakos, a petition (accompanied by bill,
Senate, No. 2329) of Steven C. Panagiotakos, David M.
Nangle, Kevin J. Murphy and Thomas A. Golden, Jr. (with
the approval of the city manager and the city council) for
legislation to authorize the city of Lowell to pay a
certain court judgment. Municipalities and Regional
Government. {Local approval received.}

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding the provisions of sections 9 and 13 of Chapter 258 of the General Laws or any other general or special law to the contrary, the City of Lowell is authorized to raise and appropriate and the Treasurer of said City is hereby authorized to pay, or to pay from any available funds a sum of money not to exceed $201,463.00 to satisfy in full a judgment in a civil action entered against John Boutselis a police officer of the City of Lowell.
SECTION 2. Said payment, or any lesser sum shall only be made upon recommendation of the City Manager of Lowell and the affirmative vote of a majority of the members of the Lowell City Council.
SECTION 3. Payment of such sum, as well as the manner of such payment, as finally determined by the City Manager and approved by the City Council shall be deemed full satisfaction for all damages, compensatory and punitive, attorneys’ fees and any amount of interest thereon.
SECTION 4. This
act shall take effect upon its passage.
