Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1.
Whereas, The deferred operation of this act would tend to defeat its purpose, which is to establish forthwith a sick leave bank for a certain employee of the supreme judicial court, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
Notwithstanding any general or special law, rule or regulation to the contrary, the supreme judicial court shall establish a sick leave bank for Vanessa Scott-Brown, an employee of said court. Any employee of the supreme judicial court, appellate court and the trial court may voluntarily contribute one or more of his sick, personal or vacation days to said sick leave bank for use by said Vanessa Scott-Brown.
