Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1.
Section 17 of chapter 58 of Massachusetts General Law, as appearing in the 2000 Official Edition, is hereby amended by adding the following paragraphs:-
“ Notwithstanding any general or special law to the contrary, appropriations made for the reimbursement to cities and towns in lieu of taxes on state-owned land pursuant to sections 13 to 17, inclusive, shall be made in accordance with the following funding schedule: $28,000,000 in fiscal year 2006, $30,000,000 in fiscal year 2007 and $32,000,000 in fiscal year 2008. Said funding schedule shall be established and updated from time to time by the treasurer following the review of the statements provided under sections 13 to 17, inclusive, of this chapter.”
If upon any date the amount available for distribution under this section is insufficient to make full distributions required, the treasurer shall file with the clerks of the house and the senate and the house and senate committees on ways and means a report including, but not limited to, the amount previously determined by the commissioner under section 16 for those purposes named in section 13 of this chapter, the amount to be distributed under this section for any given date, and the percentage difference between the previously determined amount and the amount actually distributed on any given date.”
