Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1.
Section 3 of chapter 210 of the General Laws, as appearing in the 1998 Official Edition, is hereby amended by inserting after the word “agency”, in line 12, the following words:- , except that in cases of foster children who were placed in foster care at birth and remain in foster care, continuously, for six months, the department shall commence such a proceeding.
