Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1.
Notwithstanding the provisions of any general or special law to the contrary, the department of social services shall conduct a study relative to the compensation of foster care parents. The department shall review current methods of compensating foster care providers and determine the adequacy of payments to them based on present cost of living standards. A report of such study shall be filed with the clerks of the senate and house of representatives not later than December 31, 2006.
