Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1.
Chapter 199 of the General Laws is hereby amended by striking out section 60 A, as amended by section 6 of chapter 200 of the acts of 1996, and inserting in place thereof the following section:-
Section 60A. The records of a youthful offender delinquency proceeding shall be open to public inspection in the same manner and to the same extent as adult criminal court records; provided, however, that nothing herein shall be construed to provide access to privileged or confidential communications or information; and provided further, that such protection shall be construed to include information and communications entered at indictment.
