AN ACT AUTHORIZING THE COMMONWEALTH OF MASSACHUSETTS TO PROVIDE FINANCIAL REIMBURSEMENT FOR PERSONAL INJURIES DUE TO ACTS AND OMISSIONS OF STATE EMPLOYEES

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1.

Notwithstanding the provisions of any general or special law to the contrary, the Commonwealth of Massachusetts is hereby authorized and ordered to pay Virginia M. and Kenneth H. Moulton the sum of two million five hundred thousand dollars ($2,500,000.00) for personal injuries suffered due to the failures, discrimination, and violations of State Law and omissions of State employees in regards to construction and inspections at 38 Hawser Bend in Centerville, Massachusetts and the way the Moulton Family was treated.

SECTION 2.  Notwithstanding the provisions of any general or special law to the contrary, the Commonwealth of Massachusetts is hereby authorized and ordered to transfer the sum of two million five hundred thousand dollars ($2,500,000.00) from the State Rainy Day account for the payment of SECTION 1.

SECTION 3.  This act shall take effect upon its passage.  This payment will be exempt from any and all Massachusetts taxes.  The payment will be made within three business days of the passage of this legislation.
