Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1.
Notwithstanding section 595 of chapter 151 of the Acts of 1996, the Department of Social Service shall promulgate rules and regulations to allow William and Kathryn Worthen of Abington to be able to adopt not more than two children into their family unit; provided that, as a result of said adoption William and Kathryn Worthen are permitted to have a total family unit of seven children; provided further that, said rules and regulations shall not exempt William and Kathryn Worthen from all other necessary requirements to be eligible for adopting children.
Section 2. This act shall take effect upon its passage.
