Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. In accordance with Article 97 of the Articles of Amendment to the Constitution of the Commonwealth and notwithstanding General Laws chapter 30B, chapter 149, or any general or special law to the contrary, the Town of Andover is authorized to (1) grant a temporary construction easement to Yvon Cormier Construction Corp., a Massachusetts corporation for the purpose of constructing an underground sewer line in Lowell Street and North Main Street in Andover and through the William M. Wood Memorial Park shown as Parcel 6 on Andover Assessors Marp 53 and (2) change the use of the said William M. Wood Memorial Park on a temporary basis to allow construction of an underground sewer line through said park by Yvon Cormier Construction Corp., all of which is to be down with no Town funds to be used for construction of the underground sewer line and on the condition that upon completion of said sewer line to the satisfaction of the Andover Department of Public Works, Yvon Cormier Construction Corp. shall convey all right, title, and ownership of said sewer line to the Town of Andover.
SECTION 2. This act shall take effect upon its passage.
