Met at ten minutes past eleven o’clock A.M. (Mr. McGee in the Chair) (having been appointed by the President, under authority conferred by Senate Rule 4, to perform the duties of the Chair).

The Chair (Mr. McGee), members, guests and employees then recited the pledge of allegiance to the flag.

Communications.

The following communications were severally placed on file:

Communication from the Joint Committee on Community Devel­opment and Small Businesses (under the provisions of Joint Rule 1) relative to the rules of procedure for said committee for the 2007-2008 legislative session (received Thursday, March 1, 2007);

Communication from the Committee on Telecommunications, Utilities and Energy (under the provisions of Joint Rule 1) relative to the rules of procedure for said committee for the 2007-2008 legislative session (received Thursday, March 1, 2007); and

Communication from the Committee for Consumer Protection and Professional Licensure (under the provisions of Joint Rule 1) relative to the rules of procedure for said committee for the 2007-2008 legislative session (received Thursday, March 1, 2007).

Report.

A report from the Massachusetts Capital Resource Company, (under the provisions of Section 20 of Chapter 816 of the Acts of 1977) relative to the taxable year for domestic life insurance companies ended December 31, 2006 (received Thursday, March 1, 2007),— was placed on file.

PAPER FROM THE HOUSE.

A message from His Excellency the Governor recommending legislation relative to improving the fairness of the tax laws (House, No. 3756),— was referred, in concurrence, to the committee on Revenue.

Resolutions.

The following resolutions (having been filed with the Clerk) were considered forthwith and adopted, as follows:—

Resolutions (filed by Mr. Augustus, Ms. Chandler, Mr. Moore and Ms. Resor) “recognizing the month of March 2007 as Youth Art Month in Central Massachusetts.”

PAPERS FROM THE HOUSE.

A petition (accompanied by bill, House, No. 3758) of James H. Fagan for legislation to establish a sick leave bank for Frances Berghaus, an employee of the Department of Correction,— was referred, in concurrence, under suspension of Joint Rule 12, to the committee on Public Service.

Engrossed Bills.

An engrossed Bill establishing a sick leave bank for Cheryl L. Traina, an employee of the Department of Revenue (see House, No. 3744) (which originated in the House), having been certified by the Senate Clerk to be rightly and truly prepared for final passage, was passed to be enacted and was signed by the Acting President (Mr. McGee) and laid before the Governor for his approbation.

An engrossed Bill relative to the modernization of registries of deeds (see House, No. 3751) (which originated in the House), having been certified by the Senate Clerk to be rightly and truly prepared for final passage, was passed to be re-enacted and was signed by the Acting President (Mr. McGee) and again laid before the Governor for his approbation.

Order Adopted.

On motion of Mr. Tisei,—

Ordered, That when the Senate adjourns today, it adjourn to meet again on Thursday next at eleven o’clock A.M., and that the Clerk be directed to dispense with the printing of a calendar.

On motion of Mr. Hedlund, at thirteen minutes past eleven o’clock A.M., the Senate adjourned to meet on the following Thursday at eleven o’clock A.M.
