Met according to adjournment at eleven o’clock A.M. (Mr. Petruccelli in the Chair) (having been appointed by the President, under authority conferred by Senate Rule 4, to perform the duties of the Chair).

The Senator from Essex, Mr. Tarr, led the Chair (Mr. Petruccelli) members, guests and employees in the recitation of the pledge of allegiance to the flag.

Distinguished Guests.

There being no objection, the Chair (Mr. Rosenberg) introduced, seated in the Senate Gallery, the Chief Official Reporter of the Pennsylvania Senate, Ms. Ann-Marie Sweeney, her husband Bob and their daughter Marisa.  The Senate welcomed them to Boston, the home of Red Sox Nation.


The following resolutions (having been filed with the Clerk) were severally considered forthwith and adopted, as follows:-
Resolutions (filed by Mr. Berry and Mr. Tarr) “congratulating the Emergency Services nursing staff at Northeast Hospital Corporation”;
Resolutions (filed by Mr. Brown) “congratulating Patrick Nolan upon his elevation to the rank of Eagle Scout”; and
Resolutions (filed by Mr. R. Moore) “recognizing the Myasthenia Gravis Foundation on its observance of Myasthenia Gravis Awareness Month.”

Engrossed Bills.

The following engrossed bills (the first of which originated in the Senate), having been certified by the Senate Clerk to be rightly and truly prepared for final passage, were severally passed to be enacted and were signed by the Acting President (Mr. Rosenberg) and laid before the Governor for his approbation, to wit:
Establishing a sick leave bank for Nancy Morrison, an employee of the Department of Correction (see Senate, No. 2048); and
Establishing a sick leave bank for Geraldine Egan, an employee of the Department of Public Health (see House, No. 4048, amended).

Emergency Preamble Adopted; Engrossed Bill Enacted.

An engrossed Bill making appropriations for the fiscal year 2009 to provide for supplementing certain existing appropriations and for certain other activities and projects (see House, No. 4122), having been certified by the Senate Clerk to be rightly and truly prepared for final passage and containing an emergency preamble,-- was laid before  the Senate; and, a separate vote being taken in accordance  with the requirements of Article LXVII of the Amendments to  the Constitution, the preamble was adopted, in concurrence, by a vote of 2 to 0.      
The bill was signed by the Acting President, (Mr. Rosenberg) and sent to the House for enactment.
Subsequently, the bill, which originated in the House, came from the House with the endorsement that it had been enacted in that branch.      

The Senate then passed the bill to be enacted; and it was signed by the Acting President (Mr. Rosenberg) and laid before the Governor for his approbation

On motion of Mr. Brown,—

Ordered, That when the Senate adjourns today, it adjourn to meet again tomorrow at one o’clock P.M., in a full formal session.

On motion of the same Senator, at a quarter past eleven o’clock A.M., the Senate adjourned to meet again on the following day at one o’clock P.M.
