The Chair (Mr. DiDomenico), members, guests and employees then recited the pledge of allegiance to the flag.
PAPERS FROM THE HOUSE
A petition (accompanied by bill, House, No. 3710) of Bradford Hill and Bruce E. Tarr (by vote of the town) for legislation to authorize the town of Hamilton to establish a Hamilton development corporation,-- was referred, in concurrence, to the committee on Economic Development and Emerging Technologies.
A Bill authorizing the town of Norton to grant easements and restrictions over certain town-owned land (House, No. 3431,-- on petition) [Local approval received],-- was read and, under Senate Rule 26, placed in the Orders of the Day for the next session.
Report of a Committee.
By Mr. Brewer, for the committee on Ways and Means, that the House Bill establishing expanded gaming in the Commonwealth (House, No. 3711),-- ought to pass, with an amendment striking out all after the enacting clause and inserting in place thereof the text of Senate document numbered 2015 (Senators Creem, Downing and Jehlen dissenting).
Under Senate Rule 26, referred to the committee on Ethics and Rules.
Subsequently, Mr. Berry, for the said committee on Ethics and Rules, reported that the matter be placed in the Orders of the Day for Monday, September 26, 2011, pursuant to an order previously adopted by the Senate.
Mr. Berry presented the following order:
Ordered, That notwithstanding Senate Rule 7 or any other rule to the contrary, the House Bill establishing expanded gaming in the Commonwealth (House, No. 3711) with the recommended Senate Ways and Means new text (Senate, No. 2015), shall be placed in the Orders of the Day, pursuant to an order previously adopted in the Senate, for a second reading on Monday, September 26, 2011.
All amendments shall be filed electronically in the office of the Clerk of the Senate by 3:00 P.M., on Wednesday, September 21, 2011. All such amendments shall be second-reading amendments to the Ways and Means new text (Senate, No. 2015) but further amendments in the third degree to such amendments shall be in order. The Clerk shall further specify the procedure and format for filing all amendments, consistent with this order.
After the bill as amended is ordered to a third reading, it shall immediately be read a third time and the question shall then immediately be on passing it to be engrossed, and no amendments shall be in order at the third reading of the bill unless recommended by the committee on Bills in the Third Reading.

Subsequently, Mr. Berry, for the said committee on Ethics and Rules, reported, recommending that the order be adopted.
The rules were suspended, on motion of Mr. Hedlund, and the order was considered forthwith and adopted.
The bill (House, No. 3711) was placed in the Orders of the Day for a second reading on Monday, September 26, 2011, with the Ways and Means new text (Senate, No. 2015) pending.
On motion of Mr. Hedlund,--
Ordered, That when the Senate adjourns today, it adjourn to meet again on Monday next at eleven o’clock A.M., and that the Clerk be directed to dispense with the printing of a calendar.
