Met at three minutes past eleven o’clock A.M. (Mr. Rosenberg in the Chair) (having been appointed by the President, under authority conferred by Senate Rule 4, to perform the duties of the Chair).
The Senator from Essex and Middlesex, Mr. Tarr, then led the Chair (Mr. Rosenberg), members, guests and staff in the recitation of the pledge of allegiance to the flag. Pledge of allegiance.
A communication from the Honorable William Francis Galvin, Secretary of the Commonwealth, announcing the appointment of Michael A. Maresco as his designee to the Special Commission established (pursuant to Section 124 of Chapter 165 of the Acts of 2012) to make an investigation and study of the modernization and efficiency in the registries of deeds,-- was placed on file. Registry of Deeds.
The following resolutions (having been filed with the Clerk) were severally considered forthwith and adopted, as follows:-
Resolutions (filed by Ms. Donoghue) “congratulating Dr. Steven Saro on being named the Massachusetts Chiropractor of the Year for 2012”; Dr. Steven Saro.
Resolutions (filed by Mr. Ross) “congratulating Veronica Carter on the occasion of her one hundred and fifth birthday”; and Veronica Carter.
Resolutions (filed by Mr. Ross and Ms. Spilka) “congratulating Robert Rappa on the occasion of his retirement.” Robert Rappa.
There being no objection, at twelve minutes past eleven o’clock A.M., the Chair (Mr. Rosenberg) declared a recess subject to the call of the Chair; and, at three minutes before twelve o’clock noon, the Senate reassembled, Mr. Rosenberg in the Chair Recess.
PAPERS FROM THE HOUSE
Emergency Preamble Adopted; Engrossed Bill Enacted.
An engrossed Bill making appropriations for the fiscal year 2013 to provide for supplementing certain existing appropriations and for certain other activities and projects (see House, No. 57, published as amended), having been certified by the Senate Clerk to be rightly and truly prepared for final passage and containing an emergency preamble,-- was laid before the Senate; and, a separate vote being taken in accordance with the requirements of Article LXVII of the Amendments to the Constitution, the preamble was adopted, in concurrence, by a vote of 3 to 0. The bill was signed by the Acting President (Mr. Rosenberg) and sent to the House for enactment.
Subsequently, the bill, which originated in the House, came from the House with the endorsement that it had been enacted in that branch.
The Senate then passed the bill to be enacted; and it was signed by the Acting President (Mr. Rosenberg) and laid before the Governor for his approbation.
