Met at three minutes past eleven o’clock A.M. (Ms. Clark in the Chair).
The Chair (Ms. Clark), members, guests and staff then recited the pledge of allegiance to the flag.
A communication from the Honorable Martha Coakley, Attorney General, announcing her appointment of Assistant Attorney General Courtney Aladro as her designee to the Special Commission established (pursuant to Section 279 of Chapter 224 od the Acts of 2012) to make an investigation and study of variation in prices among providers,-- was placed on file.
A report of the Norfolk County Registry of Deeds (under the provisions of Section 4 of Chapter 4 of the Acts of 2003) submitting its plan for expenditure from the County Registers Technological Fund (copies will be forwarded as required to the Senate Committees on Ways and Means and Post Audit and Oversight) (received in the Office of the Clerk of the Senate on Friday, March 8, 2013),-- was placed on file.
Mr. Michael O. Moore presented a petition (subject to Joint Rule 12) of Michael O. Moore and George N. Peterson, Jr. for legislation to establish a sick leave bank for Steven Dupras, an employee of the Department of Mental Health;
Referred, under Senate Rule 20, to the committees on Rules of the two branches, acting concurrently.
PAPERS FROM THE HOUSE
Report of the committee on Housing asking to be discharged from further consideration of the petition (accompanied by bill, House, No. 1165) of Cleon H. Turner for legislation relative to residential building lots,-- and recommending that the same be referred to the committee on Municipalities and Regional Government,-- was considered forthwith, under Senate Rule 36, and accepted, in concurrence.
Notice was received from the Speaker of the House of Representatives announcing the following appointment:
That Representatives Bradley of Hingham and Murphy of Lowell have been appointed to the Registry of Deeds Modernization and Efficiency Commission established (under Section 124 of Chapter 165 of the Acts of 2012) for the purpose of identifying best practices and efficiencies for the registry of deeds.
The following resolutions (having been filed with the Clerk) were severally considered forthwith and adopted, as follows:-
Resolutions (filed by Messrs. Barrett and Donnelly) “congratulating the residents of the town of Lexington on the celebration of its three hundredth anniversary”;
Resolutions (filed by Ms. Clark) “congratulating the Committee for Public Counsel Services for its celebration of the fiftieth anniversary of the United States Supreme Court's decision in Gideon v. Wainwright”;
Resolutions (filed by Mr. Knapik) “congratulating Doris Kearns Goodwin on being named the recipient of the 2013 John F. Kennedy National Award”;
Resolutions (filed by Mr. Knapik) “congratulating Christine Kinealy on being named the recipient of the 2013 Ambassador Award”; and
Resolutions (filed by Mr. Tarr and Ms. O’Connor Ives) “congratulating North Andover Youth and Recreation Services for providing 25 years of services to the youth of North Andover.”
