The President, members, guests and employees then recited the pledge of allegiance to the flag.
Petitions were presented and referred, as follows:
By Ms. Jacques, a petition (subject to Joint Rule 12) of Cheryl A. Jacques and John A. Lepper for legislation to authorize the state teachers’ retirement board to grant creditable service to Jeffrey Newman; and
By Mr. Shannon, a petition (subject to Joint
Rule 12) of Charles E. Shannon and Garrett J. Bradley for legislation to further
regulate certificates of birth resulting in stillbirth;
Severally, under Senate Rule 20, to the committees on Rules of the two branches, acting concurrently.
The following resolutions (having been filed with the Clerk) were considered forthwith and adopted, as follows:—
Resolutions (filed by Mr. Shannon) “recognizing February 16 to 22, 2003 as Civic Engagement Week, ‘A Week of Action’.”
Mr. Rosenberg presented the following order, to wit:
Ordered, That Senate, No. 1939, the Ways and Means new draft based, in
part, on House, No. 2022, the supplemental budget, be placed in the Orders of
the Day for Thursday, February 13, 2003, and that full consideration be allowed
on said bill. Senate, No. 1939 shall immediately be ordered to a third reading
and read a third time and at such time shall be subject to amendment and debate.
All amendments to this matter will be third reading amendments and must be filed
with the Clerk of the Senate no later than 1:00 P.M., on Wednesday, February 12.
There being no objection, the order was considered forthwith, and it was adopted.
Reports of Committees.
By Ms. Murray, for the committee on Ways and Means, on House, No. 2022,
in part, a “Bill making appropriations for fiscal year 2003 to provide for supplementing
certain existing appropriations and for certain other activities and projects”
(Senate, No. 1939);
Pursuant to an order previously adopted, the bill was placed in the Orders of the Day for Thursday, February 13, 2003, for a second reading.
By Mr. Brewer, for the committees on Rules of the two branches, acting concurrently, that Joint Rule 12 be suspended on the Senate petition of Joan M. Menard, Stanley C. Rosenberg and Marc C. Pacheco for legislation to allow cities and towns to exceed the debt limit in fiscal year 2003.
Senate Rule 36 was suspended, on motion of Mr. Rosenberg, and the report was considered forthwith. Joint Rule 12 was suspended; and the petition (accompanied by bill) was referred to the committee on Local Affairs.
By Mr. Brewer, for the committees on Rules of the two branches, acting
concurrently, that Joint Rule 12 be suspended on the Senate petition of Stephen
M. Brewer for legislation to authorize the Division of Capital Asset Management
and Maintenance to sell water to the town of New Braintree.
Senate Rule 36 was suspended, on motion of Mr. Rosenberg, and the report was considered forthwith. Joint Rule 12 was suspended; and the petition (accompanied by bill) was referred to the committee on State Administration.
