Section 43. The board shall hold regular meetings each month in each year, and such additional meetings at such times and places as it deems necessary. The director of professional licensure upon approval of the board of cosmetology shall appoint an executive secretary who shall devote full time during business hours to the duties of said position and who shall be exempt from the provisions of chapter thirty-one. Said executive secretary shall appoint such clerks as he deems necessary subject to the approval of the board.
