Section 16. The administrator shall be responsible for the implementation of the provisions of this chapter and the promulgation of such rules and regulations as he shall deem necessary to implement the provisions of this chapter. Prior to the adoption, amendment or repeal of any regulation, the administrator shall give notice and hold a public hearing in accordance with the requirements of chapter thirty A.
