Section 16. The division shall provide (1) expertise in product development and marketing, (2) expertise in market trends and analysis, (3) expertise in production and production management, (4) assistance to police departments in applying for grants in aid to said departments for the protection of small businesses in high crime areas, and (5) information on federal programs to assist small business. The division shall not be limited to those areas of expertise set forth herein.
