Section 23. The director shall on the second Monday of January each year submit to the governor, to the clerk of the house of representatives and to the clerk of the senate a report of the division’s activities and, to the extent practicable, an evaluation of the firms served by the division and the effects of such assistance on both the specific businesses and on the general condition of small businesses within the commonwealth.
