Section 42. The director shall have all necessary authority, subject to the direction, control and supervision of the executive director of OMWBDE, to utilize existing staff in the agencies within the department of economic development to effect the purposes of sections thirty-nine to forty-four, inclusive, and shall have the authority to seek such funds, public or private, as may be available and needed to carry out the intent of said sections.
