Section 8. There shall be in the department of labor and workforce development, but not subject to its jurisdiction, an economic stabilization trust which shall be administered by the director of labor and workforce development and the director of economic development. The economic stabilization trust is hereby constituted a public instrumentality and the exercise by the trust of the powers conferred by sections eight to sixteen, inclusive, shall be deemed to be the performance of an essential government function.
