Section 13. The commissioner shall file semi-annual reports with the house and senate committees on ways and means describing the status of said wage reporting and financial institution match system and a plan to implement it. The commissioner may process only a sample of the caseload of a program, when this method is determined to be cost-effective, provided that prior notification of such sampling technique is provided to the house and senate committees on ways and means.
