Section 8. The commissioner may, subject to the provisions of chapter thirty A, adopt, amend or repeal such regulations as may be necessary to carry out the provisions of this chapter, including, but not limited to organization, control, location, equipment, courses of study, qualifications of teachers, methods of instruction, conditions of admission, advertising, financial stability, employment of pupils, scholarships, tuition, refunds, and expenditures.
