Section 21C. Any person who is aggrieved by the refusal of the commissioner of education to grant or renew a license under section twenty-one B or by the revocation or suspension of a license granted under said section shall be entitled to have such refusal, revocation or suspension reviewed by a justice of the superior court, whose decision shall be final. Such review shall be in accordance with the standards of review provided in paragraph (8) of section fourteen of chapter thirty A.
