For the offices of the governor, lieutenant governor and the governor's council pursuant to chapter 6 of the General Laws and for the salaries and expenses of the administrative office pursuant to said chapter 6; provided, that the amount appropriated herein may be used at the discretion of the governor for the payment of extraordinary expenses not otherwise provided for and for transfer to appropriation accounts where the amounts otherwise available may be insufficient; and provided further that $25,000 shall be expended for office supplies for the offices of the governor's council
