For the Turning 22 program of the commission; provided that the amount provided herein for new clients participating in said program in fiscal year 1998 shall not exceed $320,000 and shall not annualize to more than $680,000 in fiscal year 1999; provided further, that nothing herein shall give rise to enforceable legal rights in any party or an enforceable entitlement to the services funded herein; provided further, that nothing herein shall be construed as giving rise to such enforceable legal rights or such enforceable entitlement; provided further, that the commission shall work in conjunction with the department of mental retardation to secure the maximum amount of federal reimbursements available for the care of turning 22 clients; and provided further, that the commission shall work in conjunction with the department of mental retardation to secure similar rates for contracted residential services
