For the operation of and services provided by the commission for the deaf and hard of hearing; provided that not less than $1,140,000 dollars shall be expended for the operation and staffing of independent living centers; provided further, that not less than $50,000 dollars be allocated for interpreter services for late-deafened adults; and provided further, that not less than $50,000 be allocated for on-call emergency interpreters

Notwithstanding the provisions of any general or special law to the contrary, the commission for the deaf and hard of hearing may expend revenues in an amount not to exceed $70,000 from charges received on behalf of interpreter services and monies received from private grants, bequests, gifts or contributions; provided, that for the purpose of accommodating discrepancies between the receipt of retained revenues and related expenditures, the commission may incur expenses and the comptroller may certify for payments amounts not to exceed the lower of this authorization or the most recent revenue estimate as reported in the state accounting system
