For a payment to the Massachusetts corporation for educational telecommunications to be expended in accordance with the financial and programmatic plan filed with the General Court on September 1, 1997; provided, that said corporation shall update said plan by detailing for fiscal years 1999, 2000 and 2001, all activities necessary to meet the external revenue goals identified by said plan that shall enable said corporation to achieve self-sufficiency by fiscal year 2001; provided further, that said report shall also include three-year projections of subscribers to the Mass Ed Online LearnNet, so-called; and provided further, that said report shall be filed with the General Court no later than September 1, 1998

Division of Capital Asset Management and Maintenance.

The division of capital asset management and maintenance is hereby authorized to expend for the maintenance and operation of the Massachusetts information technology center an amount not to exceed $6,500,000 in revenues collected from rentals, commissions, fees, parking fees and any and all other sources pertaining to the operations of said center; provided, that the building manager selected by the division shall make such expenditures on behalf of the division pursuant to the provisions of section 2AA of chapter 29 of the General Laws; and provided further, that notwithstanding the provisions of any general or special law to the contrary, and for the purpose of accommodating discrepancies between the receipt of retained revenues and related expenditure, the division may incur expenses and the comptroller may certify for payment amounts not to exceed the lower of this authorization or the most recent revenue estimate therefor as reported in the state accounting system

For the operation of the bureau of state office buildings and for the maintenance and operation of buildings under the jurisdiction of the state superintendent of buildings; provided, that said bureau shall retain full jurisdiction over all contracts, purchases and payments for any and all materials and services required in the operation of said bureau; provided further, that not less than $200,000 shall be made available for cleaning and maintenance services of the Lindemann Mental Health Center; provided further, that not less than $50,000 shall be made available for the restoration and preservation of the historic flags displayed in the state house hall of flags; provided further, that not less than $90,000 shall be made available for the Massachusetts art commission; and provided further, that notwithstanding the provisions of section 19 of chapter 6 of the General Laws, the chairman of said commission shall serve as executive director of said project and shall be compensated therefor from said $90,000

For the disabled persons protection commission; provided that the commission shall facilitate compliance by the department of mental health and the department of mental retardation with uniform investigative standards, so-called; provided further, that the commission shall keep an account of and report to the house and senate committees on ways and means not later than the last day of each quarter on the number of claims of abuse by caretakers made by employees or contracted service employees of the departments of mental retardation and mental health and the Massachusetts rehabilitation commission; and provided further, that said report shall include the following: (i) number of claims that are found to be substantiated; (ii) number of claims that are unsubstantiated; and (iii) number of claims that are found to be falsely reported as a result of intentional and malicious action
