For the operation and administrative expenses of the division of industrial accidents; provided, that $800,000 shall be expended for occupational safety training grants; provided further, that said division shall submit a report not later than February 1, 1999 to the house and senate committees on ways and means detailing the scope, objective, and results of said grant recipients' safety training program; provided further, that funds appropriated herein in excess of the fiscal year 1998 spending level for said grants shall be a one-time fiscal year 1999 expense; provided further, that the general fund shall be reimbursed the amount appropriated herein and for associated indirect and direct fringe benefit costs from assessments levied pursuant to section 65 of chapter 152 of the General Laws; provided further, that the division shall assign a judge to hear cases in the county of Berkshire not less than once a month; and provided further, that said division is hereby directed to cooperate and respond to all legislative committee requests for information

For the welfare-to-work skills plus program to be administered by the division of employment and training; provided, that said program shall serve only recipients of the transitional aid to families with dependent children program; and provided further, that any career center, so-called, receiving funds through said program shall each submit individual quarterly reports to the house and senate committees on ways and means listing the number of said recipients placed in jobs and remaining in such jobs for at least 60 days due to the efforts of said career centers
