For the administrative office of the probate and family court department; provided, that not less
than $48,000 shall be expended for a case manager who shall report directly to the chief justice
of the probate and family court department; provided further, that such case manager shall assist
said chief justice with the management of petitions to dispense with parental consent to adoption
pursuant to section 3 chapter 210 of the General Laws by coordinating department of social
services and probate court actions related to such cases; provided further, that such case
manager's duties shall include coordinating conferences and trials and monitoring paperwork and
appointments with parties' counsel; provided further, that such case manager shall meet monthly
with the department of social services and shall report quarterly to the house and senate
committees on ways and means on the backlog of such cases in the probate court and the parties'
progress made in such backlog each month; provided further, that $37,291 shall be expended for
the salary of an alternative dispute resolution coordinator; provided further, that there shall be
one law clerk for each of the 14 probate courts; and provided further, that six additional law
clerks shall be funded from this item in fiscal year 1999
