For the offices of the governor, the lieutenant governor, and the governor's council; provided, that the amount appropriated herein maybe used at the discretion of the governor for the payment of extraordinary expenses not otherwise provided for, and maybe transferred to items of appropriation where the amounts otherwise available may be insufficient; provided further, that $25,000 shall be expended for office supplies for the offices of the governor's council; and provided further, that not less than $75,000 shall be expended for a program for the promotion of preventive medicine through physical fitness and sports activities in the commonwealth to be administered by the governor's committee on physical fitness and sports
