The office of the inspector general is hereby authorized to expend revenues collected up to a maximum of $300,000 from the fees charged to participants in the Massachusetts public purchasing official certification program for the operation of said program; provided, that for the purpose of accommodating discrepancies between the receipts of retained revenues and related expenditures, the office of the inspector general may incur expenses and the comptroller may certify for payments amounts not to exceed the lower of this authorization or the most recent revenue estimate as reported in the state accounting system
