For the office of the state comptroller, for the purpose and cost of compliance with the Single
Audit Act of 1984, Public Law 89-502, and for the federally required comprehensive, statewide
single audit of state operations for the fiscal year ending June 30, 1999, in accordance with
generally accepted accounting principles; provided, that the office of the comptroller shall
charge other items of appropriation for the cost of said audit from allocated federal funds
transferred from federal reimbursement and grant receipts; provided further, that the office of
the comptroller shall charge not more than a total of $525,000 to other items of appropriation for
the cost of said audit; provided further, that notwithstanding any general or special law to the
contrary, allocated federal funds transferred from federal reimbursement and grant receipts shall
be credited to and expended from this item without further appropriation, in addition to state
funds appropriated to this item, for the cost of compliance with the mandate of the federal law
and the office of management and budget regulations; provided further, that the amount of any
such federal funds and grant receipts so credited and expended from this item shall be reported
to the house and senate committees on ways and means; provided further, that the comptroller
shall maintain a special federal and nontax revenue unit which shall operate under policies and
procedures developed in conjunction with the secretary of administration and finance; provided
further, that the comptroller shall provide quarterly reports to the house and senate committees
on ways and means which shall include for each state agency for which the commonwealth is
billing, the eligible state services, the full year estimate of revenues and revenues collected; and
provided further, that not later than August 5, 1998, the comptroller shall amend the expenditure
classification manual, so- called, to create an object code which will facilitate the ability of state
agencies to make grants to public and non public entities from accounts with a designation of
account type 01 and account type 02, so-called, on the Massachusetts management accounting
and reporting system, so- called

The office of the comptroller is hereby authorized and directed to expend an amount not to
exceed $20,000 from fees collected from vendors who participate in training on statewide
financial systems including, but not limited to, the Massachusetts management accounting and
reporting system; provided, that said office is hereby further authorized and directed to provide
such training, to offer sessions to vendors who do business with the commonwealth and to
establish and charge a reasonable fee for such training
