For the operation of the military division, including the offices of the adjutant general and state quartermaster, the operation of the armories, the camp Curtis Guild rifle range and certain national guard aviation facilities; provided, that notwithstanding the provisions of chapter 30 of the General Laws, certain military personnel in the military division may be paid salaries according to military pay grades, so-called; provided further, that the adjutant general shall convene a task force consisting of one member of the house of representatives to be appointed by the speaker of the house, one member of the senate to be appointed by the senate president and one resident of the community surrounding camp Curtis Guild to study and make recommendations regarding the use of firearms at Camp Curtis Guild rifle range and the impact of such firearms on the health and safety of residents of the surrounding communities; and provided further, that said task force shall file a report detailing its recommendations to the house and senate committees on ways and means no later than January 1, 1999

The state quartermaster may expend revenues collected up to a maximum of $185,000 accrued from fees for the nonmilitary rental or use of armories for the costs of utilities and maintenance; provided, that the state quartermaster may expend an amount not to exceed $155,000 for salaries, subsistence, quarters and associated costs for national guard soldiers ordered to perform state missions pursuant to the provisions of chapter 33 of the General Laws, from revenues resulting from the acceptance of funds from any person, governmental entity or nongovernmental entity to defray such expenses
